Art on the Plazas: New York Roots

Art Opening: Shaved Portions
A large and lively crowd gathered on Broadway to celebrate Shaved Portions, a 35-foot-tall abstract sculpture comprised of deconstructed rubber tires, created by renowned sculptor, painter, and photographer Chakaia Booker. Our President, Barbara Blair, was joined by DOT Manhattan Borough Commissioner Ed Pincar in welcoming the artist and her titanic creation back to the Garment District.The sculpture – which is free for viewing and will be accessible to the public through November 1 – is part of Garment District Art on the Plazas, a year-round public art program made possible through Arterventions, an initiative of the New York City Department of Transportation’s Art Program (NYC DOT Art). The Garment District Alliance and NYC DOT work closely to coordinate and install exhibits and individual pieces to enhance public plazas and make them even more welcoming to New Yorkers.

How New York's Garment District is responding to the impact of coronavirus on Chinese manufacturers GARMENT DISTRICT, Manhattan — As the world’s largest garment producer, fashion companies rely heavily on China for their inventory. Closed factories and travel restrictions now have some of those companies turning to New York City’s Garment District. Some local manufacturers are thriving, getting business they haven’t seen in decades. “You know it’s really an exciting time,” Mercedes Gonzalez, director of Global Purchasing Company, told PIX11. Gonzales works with brands and designers to get their products on the racks. The disruption of goods from Asia, according to her, could be the best thing to happen to a domestic manufacturer. “This is the perfect moment of opportunity to come in and say 'Hey I have inventory, hey I'm making stuff domestically, hey I am making stuff from Latin America and I can supply you,'” she explained. Fabian Libreros, an office manager at Top Notch Pattern Service — which collaborates with other companies to produce garments — agrees that the opportunities for work are there. However, he says, the infrastructure to seize them in New York’s sometimes forgotten Garment District are not. “They just don’t have the manpower and all the technology to do the business that China does,” Libreros said. “There are no warehouses anymore to store all the garments and everything they produce.” Most of those warehouses have been replaced with hotels and luxury high rise apartments in recent years. Libreros like many in his industry, is already forecasting what will be a lackluster summer and fall in fashion due to lack of inventory. If you ask Gonzales, on the other hand, it’s more of a race to the top. “It’s not about letting the fear drive your business in making emotional decisions, it’s about really focusing on where the niches are,” she explained. “If someone is not supplying 'A', how can I get 'A' made?”

In The Wake of COVID-19, New York’s BIDs Help Keep Their Neighborhoods Thriving For a perfect example of just how important BIDs and neighborhood associations are to New York City businesses, look no further than the Downtown Alliance’s Small Business Rental Assistance Grant. Announced at the end of April, the grant is providing $800,000 to downtown businesses to help them pay rent in the face of losses related to the COVID-19 crisis. “The Alliance has long worked to nurture the growth of local retail and that focus will continue to drive our recovery efforts,” said Downtown Alliance President Jessica Lappin. “There is not one storefront business in New York City that has been spared by COVID-19. Every one of them is struggling. We are stepping up to do what we can to help our stores keep their lights on.” The grant, a mixture of redirected money from other areas of the Alliance’s budget and contributions from Brookfield Properties, Silverstein Properties and the Howard Hughes Corporation, will provide $10,000 to various small businesses in the area — just one example of how BIDs step up both in times of crisis and during business as usual. At the beginning of March, before we had any real indication of how much our city was about to change, Barbara Blair, president of the Garment District Alliance, reflected on the biggest challenge before her organization at the time: Thanks to a December 2018 zoning change the Alliance had helped champion, side streets in the Garment District were finally open to businesses outside of the declining garment manufacturing sector. “That was the biggest sea change for us over the past year,” Blair said. “You have this incredible stock of Class B and C office space on the side streets in the district, which was now finally available to other businesses. We have a lot of businesses that are very interested in coming here.” This promoting of neighborhood change was perfectly indicative of the importance of New York City’s Business Improvement Districts (BIDs) and neighborhood associations in the pre-COVID-19 era. In recent years, the zoning change was just one indication of the Garment District Alliance’s value to its district. One Alliance priority, as with many of New York’s BIDs, was the area’s beautification. BIDs employ staff to handle sanitation, ensuring garbage is removed from the streets promptly, and also spearhead art projects and other visual enhancements. In early January, the Garment District Alliance unveiled “Impulse,” an art installation on Broadway between 37th and 38th Streets consisting of 12 massive, 16-foot-by-24-foot illuminated seesaws. As people rode them, they played music. “It was the most successful thing we’ve done in the neighborhood in 25 years. People loved them,” said Blair. “For the first time, we had an attraction on Broadway that was appealing not only to the tenants in the neighborhood, but also to visitors to New York City.” The Alliance has also worked with the city’s Department of Transportation to turn more streets into pedestrian plazas and to remove unused pay phones that attracted an unsafe element.

NYC Taps Manufacturers to Make Gear, Test Kits by Thousands New York City has turned to its storied garment industry to shift from high fashion to mass manufacture of surgical gowns to protect medical workers treating coronavirus patients in hospitals. The gowns are part of a move by the city to build up its manufacturing capacity to locally produce personal protective equipment and test kits by the tens of thousands per week, scaling up production enough to become self-sufficient, Mayor Bill de Blasio said. Local companies will make face shields, surgical gowns and virus test kits in neighborhoods like the Brooklyn Navy Yard and Manhattan’s Garment District, de Blasio said Tuesday at his daily virus briefing. He said that New York’s progress shows that other regions could ramp up production to fill their own needs. “This is going to be a huge step forward,” de Blasio said. “This is going to take us a long way from where we are now.” The mayor said he’d tried to get test kits and supplies from Washington and received inadequate response. “If the federal government can’t do it, then get out of the way,” de Blasio said. Eight companies in Brooklyn can already produce 240,000 face shields a week, de Blasio said, and they ultimately expect to push that number to 625,000. Companies in midtown Manhattan’s Fashion District and in Sunset Park, Brooklyn are making 30,000 surgical gowns a week, with plans to ramp it up to 250,000 a week. The mayor’s relationship with the fashion and garment industry has been fraught with disagreements over policies intended to shift some manufacturing from Manhattan to Brooklyn. Manhattan’s Fashion District -- a 12.5-block swath bounded by Broadway and Ninth Avenue between 35th and 40th Streets -- was once the heart of the industry in a city that in the 1950s made about 90 percent of U.S. clothing. Today, it’s less than 1 percent, after cheaper overseas labor and rising rents forced many factories to close. Now, subsidies that created large-scale manufacturing facilities in Sunset Park can provide jobs for skilled and unskilled workers, the mayor said. To fill the need for test kits, a local consortium of biotech companies and small manufacturers have developed a technique to manufacture 50,000 a week. Another 50,000 will be shipped from Aria Diagnostics, an Indiana company that has signed a contract with the city, the mayor said. With virus contagion still out of control, the city’s limited test supply restricts use to symptomatic patients, health-care workers and first responders. If the city is to reduce and maintain low-level transmission, testing will be crucial to identify new cases and trace patients’ social contacts so that they may be isolated or quarantined, officials have said.

NYC to open another 2 miles of streets for social distancing during coronavirus New York City will close another two miles of streets to cars on Thursday as part of an effort to give people more space to spread out during the coronavirus pandemic. The city will work with local Business Improvement Districts to open up 1.5 miles of streets to pedestrians and cyclists in Brooklyn, Manhattan and the Bronx. Another two-fifths of a mile will open in Queens. Broadway will close to cars between 21st and 23rd Streets and between 24th and 28th Streets in Manhattan’s Flatiron district. Broadway will also close from 36th to 41st Street in the Garment District. On Manhattan’s Lower East Side, Orchard Street and Ludlow Street will each close to cars between Delancey and Houston Streets. Both Stanton and Rivington Streets will close from Allen Street to Essex Street. In downtown Brooklyn, Willoughby Street will close from Pearl Street to Lawrence Street. Lawrence Street will close from Fulton Street to Willoughby Street. Willis Avenue will close between 147th and 148th Streets in the Bronx. And 148th Street will close from Willis Avenue to Bergen Avenue. The city will also close 34th Avenue in Jackson Heights, Queens, from 69th Street to 77th Street. On Saturday, the city closed more than seven miles of streets to cares in and around parks, opening up them to cyclists and pedestrians.

There Are Glowing Seesaws in Midtown and New Yorkers Are Losing It
There Are Glowing Seesaws in Midtown and New Yorkers Are Losing It A quick pick-me-up (and drop me down!) in the heart of the busy city. On a recent Friday evening, huddles of adults were exuberantly reliving childhood, yelping and hollering with joy on one of the busiest streets in Manhattan. The reason: a dozen illuminated seesaws in the middle of Broadway, between 37th and 38th streets. The set of playground-inspired contraptions, known as Impulse, is the latest installation in the Garment District Alliance’s yearlong public art program. The seesaws arrived on Jan. 6 and will stay until Feb. 1. “I’ve heard screaming in midtown Manhattan before and it’s never been a good thing,” said Barbara Blair, president of the Garment District Alliance. “But Impulse has people laughing and screaming and really enjoying themselves.” The seesaws were designed through a collaboration between Toronto-based design firm Lateral Office and Montreal-based architectural firm CS Design. The installation debuted in 2015 at an event in Montreal and has since traveled to various locations around the world. Ranging in length from 16 to 24 feet, each of the seesaws glow from LED augmentation and emit musical sequences as riders bounce up and down. The sounds mingle with the shrieks and whoops of riders. Morgan Smith, 18, and her friend Serena Pierre, also 18, noticed the seesaws a few weeks ago, and have returned to the installation twice. “It’s like a roller coaster,” Ms. Smith said. “It makes you channel your inner kid.” Added Ms. Pierre: “I wish we had more art projects like it.” This is the eighteenth art piece the Alliance has installed since 2010 as part of its Art on the Plaza program aimed at enhancing the pedestrian experience year-round. “The winter in New York can feel so dark and cold and long,” Ms. Blair said. “We thought this particular piece would be a mental and psychological boost.”
